Case Study

Positioning a University’s New Capability in Materials Research

Lewis-Burke developed and executed a strategic plan for a university client to highlight and fully leverage a new experimental capability, raise the university’s national profile in national security and materials research, and increase research funding. The first phase involved briefing key congressional delegations and staff on the project and the benefits of this new capability. This resulted in inclusion of report language in one of the Senate appropriations bills highlighting the project as a model to emulate; and increased funding in a House Appropriations bill for an academic alliance program, which funds the research and facility operations of the university. For the next phase, Lewis-Burke organized a dedication ceremony to make other agencies aware of the unique capabilities, increase research funding and users, and raise the university’s profile. The successful event included high-ranking officials from various federal agencies. Lewis-Burke also worked with federal agency communications teams and science publications to publish press releases and articles in the media the day of the event. The coordinated effort resulted in new or increased collaboration with federal agencies on future research projects and a raised congressional profile.
Positioning a Client for Increased Engagement

As a scientific society client looked for opportunities to raise its profile on Capitol Hill, Lewis-Burke organized a congressional briefing and incorporated partner organizations to sponsor the event. To maximize traction and visibility, Lewis-Burke identified and secured the participation of two well-known organizations with broad membership, as well as a Division Director from the Centers for Disease Control and Prevention (CDC). As a result, in addition to drawing significant participation to the briefing and promoting the expertise of the client, the event also fostered a strengthened relationship between the client and CDC. Subsequently, the client and CDC have participated in regular calls and site visits, and the agency has invited the client to partner in a larger workshop involving 200 participants. Lewis-Burke suggested and organized the congressional briefing to raise the client’s visibility, educate the legislative audience on a timely topic, and lay the groundwork for ongoing collaboration with the CDC.
Biomedical Research: Cancer Moonshot Initiative

Lewis-Burke worked closely with a major university cybersecurity infrastructure project that was coming to the end of its initial ten-year funding. Lewis-Burke developed a strategy to raise the profile of the project across its home agency, other federal funding agencies, and the research community. Following initial implementation of this strategy, the project has been praised throughout a number of discipline areas at its home funding agency and has become a model of best practice in its field. Building on this initial success, Lewis-Burke has worked with the university to raise the profile of the project at other agencies and engage on additional funding sources to ensure sustainability of the project. Through a series of meetings with the National Science Foundation (NSF) and the National Institutes of Health (NIH), Lewis-Burke has facilitated engagement of the project in the White House Cancer Moonshot initiative. The university is developing a pilot project in collaboration with NSF and NIH to address issues raised in the recently published Cancer Moonshot task force report. The pilot will also draw in other expertise at the university to ensure its engagement as the Cancer Moonshot moves forward.
